Adarshgaon Sankalp and Project Planning Program is an ideal project for the overall development of a village based on the concept of “Government participation in rural development and public programs through public participation”.

This scheme has been started by the Department of Agriculture since 1992 on the occasion of the golden jubilee year of August Revolution Day.

The objective of the scheme is to develop the Gabha and Bigargabha areas and to observe the Saptasutri of grazing ban, ax ban, sterilization, drug ban, Nirmalgram, (lotabandi), borewell ban and Shramdan through the NGOs selected by the village and Gram Sabha.

Criteria for village selection

Irrigation area should not be more than 30% of the total area of ​​the village. The population of the village should be within 4,000. The revenue area of ​​the village should be up to 1,500 hectares. The group can participate in an independent wadi / vastis under the gram panchayat. The villagers need to be ready to raise and run the Rural Development Fund. The villagers need to be prepared to follow the Saptasutri. Award winning villages in various village campaigns (e.g. Sant Gadgebaba Gramsvachchata, Nirmalgram, Tantamukti etc.).

Institution Selection Criteria The organization in the village should be given first priority. If there is no organization in the village, then the organization closest to the village within 25 km of that taluka should be given priority. This institution should preferably be in the district. This organization should be registered with the Charity Commissioner. The annual turnover of the organization is Rs. Not less than 3 lakhs. The organization must submit a three-year audit report. The organization should not be a family trust. Also the event must be presented.

State level as well as district, taluka and village level committees have been constituted for the effective implementation of the scheme. The Chairman of the State Level Committee is Hon’ble Minister, Water Conservation and the Member Secretary is the Director (Soil Conservation and Watershed Management). State Level Executive Committee Chairman and Working Chairman Shri. Popatrao Pawar is the Member Secretary, Director Soil Conservation and Watershed Management. The Chairman of the District Level Committee is the Chief Executive Officer and the Member Secretary is the District Superintendent of Agriculture. The taluka level committee is chaired by the group development officer and the member secretary is the taluka agriculture officer. The chairman of the village level committee is a person elected by the Gram Sabha and its member secretary is Krishi Sahayak.

The scrutiny of the villages recommended by the Gram Sabha along with the details of the above mentioned organization will be done through the Zilla Samiti headed by the Chief Executive Officer Zilla Parishad. The District Superintendent of Agriculture is the Member Secretary of this Committee. After scrutiny, the district committee will submit an objective report of each participating village to the state level executive committee with recommendations.

This committee will make a preliminary selection of the villages and project implementing agencies after conducting a direct inspection of the villages concerned. The plan will have a pre-preparation period of six months after the initial selection of the village. The village wants to complete some works during this period.

Soil conservation and watershed management work is referred to as core area development work. This includes the work of the Departments of Soil Conservation, Social Forestry, Forest Department, Groundwater Survey and Irrigation.

Watershed development works, collective organization, training, administrative expenses etc. for the selected villages. As per the Central Government’s Common Guidelines 2008 for permissible matters, Rs. 12 thousand will be sanctioned.
