ग्रामसभा पुरस्कार

“ग्रामसभा” ही ग्रामीण लोकशाही व्यवस्थापनातील ग्रामस्तरावरील सर्वोच्च यंत्रणा आहे. देशाचा ख-या अर्थाने विकास करण्यासाठी ग्रामसभांचे मजबूतीकरण होणे आवश्यक आहे. ग्रामपंचायतीचा कारभार पारदर्शी व्हावा यादृष्टीने ग्रामसभांना विशेष महत्व आहे. ग्रामसभा बळकटीकरण अभियाना अंतर्गत ”ग्रामसभा माहिती पुस्तिकेचे” वितरण ग्रामीण भागात प्रत्येक घरी करण्यात आले आहे. या पुस्तिकेत ग्रामसभेच्या महत्वाच्या तरतुदी, ग्रामसभेचे अधिकार व कर्तव्य, अनुसूचित क्षेत्रातील ग्रामसभेचे अधिकार व कर्तव्य यांची माहिती जनतेला करुन देण्यात आली आहे.त्या निमित्ताने राज्य शासनाने सन 2009-10 हे ग्रामसभा वर्ष घोषित करुन उत्कृष्ठ ग्रामसभांना बक्षीसे दिली आहेत. याशिवाय संत ज्ञानेश्वर महाराज व संत तुकाराम महाराज पालखी सोहळयात पालखी मार्गावरील गावांगावात ग्रामसभेबाबत जनजागृती करण्याचा कार्यक्रम मागील 3 वर्षापासून घेण्यात येतो. यामध्ये पथनाटय, मेळावे इत्यादी सांस्कृतिक कार्यक्रमाच्या माध्यमातून ग्रामसभेबाबत जाणीव करुन देण्यात येते.

मुंबई ग्रामपंचायत अधिनियमात वर्षातून ग्रामसभेच्या किमान 6 सभा घेण्याची तरतूद होती. ग्रामसभांमधील जनतेची उपस्थिती वाढावी म्हणून आता 6 ऐवजी किमान 4 सभा घेण्याची तरतूद करण्यात आली आहे. ग्रामसभेच्या बैठकीपूर्वी महिला सभेची तरतूद होती. परंतु महिला सभेत घेण्यात आलेल्या निर्णयाची अंमलबजावणी करण्याची तरतूद नव्हती. आता सन 2012 मध्ये केलेल्या सुधारणेनुसार ग्रामसभेच्या प्रत्येक नियमित सभेपूर्वी आणि ग्रामसभेच्या महिला सदस्यांच्या सभेपूर्वी प्रभाग(वॉर्ड) सभेची तरतूद करण्यात आली आहे. या सभेमध्ये राज्याच्या किंवा केंद्र सरकारच्या व्यक्तीगत लाभांच्या योजनांसाठी लाभार्थ्याची निवड करणे आणि त्या त्या वॉर्डाशी संबंधित सामुहिक विकासांच्या योजनांबाबत ग्रामसभेस शिफारस करणे यांचीही तरतूद करण्यात आली आहे. तसेच महिला सदस्यांच्या सभेमध्ये केलेल्या शिफारशींचा आणि त्या शिफारशीच्या अंमलबजावणीच्या खात्रीची तरतूद ग्रामसभेच्या सभेमध्ये करण्यात आली आहे.

तसेच ग्रामसभेबाबतच्या सूचना सर्व ग्रामस्थांना तात्काळ कळण्याच्या उद्देशाने ग्राम विकास व जलसंधारण विभाग क्रमांक व्हीपीएम-2013/प्र.क्र.132/पंरा-3, दिनांक 25 जून, 2013 अन्वये ग्रामसभेच्या सूचना भ्रमणध्वनी किंवा संगणकामधून लघुसंदेशाव्दारे (एस.एम.एस व्दारे) पाठविण्याबाबत परिपत्रक निर्गमित करण्यात आले आहे.

ग्रामसभेबाबत मोठ्या प्रमाणात जनजागृती करुन ग्रामपंचायतीच्या हद्दीत उत्कृष्ठ ग्रामसभेचे आयोजन, ग्रामसभेत उपस्थिती, ग्रामसभेत घेतलेले विषय इ निकषांच्या आधारे मुल्यमापन करुन जिल्हा परिषदेकडून ग्रामपंचायतीबाबतचे प्रस्ताव प्राप्त करुन घेऊन राज्यातील ग्रामपंचायतींना यशवंतराव चव्हाण गौरव ग्रामसभा पुरस्कार देण्यात आला होता. केंद्र शासनाकडून राज्य शासनास सन 2011-12 मध्ये पंचायत बळकटीकरण व उत्तरदायित्व प्रोत्साहन योजनेत मिळालेल्या रु.2 कोटी बक्षिसातून प्रत्येक पुरस्कार प्राप्त ग्रामपंचायतींना रु.1.00 लाख रकमेचे बक्षीस देण्यात आले आहे. त्याच धर्तीवर आगामी वर्षाकरीता यशवंतराव चव्हाण गौरव ग्रामसभा पुरस्कार देण्याची बाब शासनाच्या विचाराधीन आहे.

ग्रामसभेची कर्तव्ये व जबाबदाऱ्या आणि ग्रामसभेचे अधिकार याची माहिती गावातील जनतेला व्हावी म्हणून मोठ्याप्रमाणात जनजागृती कार्यक्रम हाती घेण्यात आले होते. केंद्र शासनाने सन 2009-10 हे वर्ष राष्ट्रीय गौरव ग्रामसभा वर्ष म्हणून जाहिर केले होते. देशपातळीवर सन 2009-10 मध्ये चहार्डी, जि.जळगांव, सन 2010-11 मध्ये पेठ,ता.वाळवा, जि.सांगली व सन 2011-12 मध्ये ठिकेकरवाडी ग्रामपंचायत, ता.जुन्नर, जि.पुणे या ग्रामपंचायतींचा राष्ट्रीय गौरव ग्राम पुरस्कार देऊन गौरव करण्यात आला आहे. शासनाने पंचायत राजचे शिल्पकार, स्व. यशवंतराव चव्हाण जन्मशताब्दी निमित्ताने “यशवंतराव चव्हाण गौरव ग्रामसभा पुरस्कार” स्पर्धा आयोजित करुन आयोजनात मिळालेले रु. 2 कोटीचे बक्षिसातून प्रत्येक जिल्ह्यातील पहिल्या आलेल्या ग्रामपंचायतींना रु.1 लाख रकमेचे बक्षिस व प्रशस्तीपत्रक देऊन स्व.यशवंतराव चव्हाण यांच्या जयंती निमित्त आयोजित केलेल्या यशवंतराव पंचायत राज अभियान बक्षिस वितरण समारंभात गौरव करण्यात येतो.

Gram Sabha Award

The Gram Sabha is the highest level of rural democratic management at the village level. Gram Sabhas need to be strengthened for the real development of the country. Gram Sabhas are of special importance to make the administration of Gram Panchayat transparent. Under the Gram Sabha Strengthening Campaign, “Gram Sabha Information Booklet” has been distributed to every household in rural areas. In this booklet, important provisions of Gram Sabha, rights and duties of Gram Sabha, rights and duties of Gram Sabha in the scheduled area have been made known to the public. Apart from this, Sant Dnyaneshwar Maharaj and Sant Tukaram Maharaj Palkhi ceremonies have been organized in the villages on Palkhi Marg to create awareness about Gram Sabha for the last 3 years. In this, awareness about Gram Sabha is given through cultural programs like street plays, fairs etc.

The Mumbai Gram Panchayat Act provided for holding at least 6 Gram Sabha meetings a year. In order to increase the attendance of the people in the gram sabhas, provision has been made to hold at least 4 sabhas instead of 6. Before the Gram Sabha meeting, there was a provision for a women’s meeting. But there was no provision to implement the decision taken at the women’s meeting. Now, as per the amendment made in the year 2012, provision has been made for ward meeting before every regular meeting of Gram Sabha and before meeting of women members of Gram Sabha. The meeting also provides for selection of beneficiaries for individual benefit schemes of the State or Central Government and recommendation to the Gram Sabha for collective development schemes related to that ward. Also, the recommendations made in the meeting of women members and the assurance of implementation of that recommendation has been provided in the meeting of Gram Sabha.

Also, for the purpose of immediate notification of Gram Sabha notices to all the villagers, a circular has been issued regarding the notification of Gram Sabha under VPM-2013 / Pr.No.132 / P-3, dated June 25, 2013 via SMS. Has been issued.

The Yashwantrao Chavan Gaurav Gram Sabha Award was given to the Gram Panchayats in the state after obtaining a proposal from the Zilla Parishad on the basis of the Gram Sabha, organizing the best Gram Sabha within the limits of the Gram Panchayat, attending the Gram Sabha, evaluating the subjects taken in the Gram Sabha etc. Out of the Rs. 2 crore prize received by the Central Government in the year 2011-12 in the Panchayat Strengthening and Accountability Promotion Scheme, Rs. 1.00 lakh has been given to each award winning Gram Panchayat. On the same lines, the matter of giving Yashwantrao Chavan Gaurav Gram Sabha award for the coming year is under consideration of the government.

A large scale public awareness program was undertaken to make the people of the village aware of the duties and responsibilities of the Gram Sabha and the rights of the Gram Sabha. The year 2009-10 was declared as the year of National Pride Gram Sabha by the Central Government. At the national level, in the year 2009-10, Chahardi, Dist. Jalgaon, in the year 2010-11, Peth, Tal. Walwa, Dist. Sangli and in the year 2011-12, Thikekarwadi Gram Panchayat, Tal. Junnar, Dist. Has been done. The government has given the sculptor of Panchayat Raj, late. On the occasion of Yashwantrao Chavan’s birth centenary, “Yashwantrao Chavan Gaurav Gram Sabha Award” competition was organized and Rs.
