महाराष्ट्र शासनाने सिंचन विहीर योजना सुरू केलेली असून या योजनेची थोडक्यात माहिती व उद्देश काय आहे हे खालीलप्रमाणे पाहू या.

सिंचन विहीर या योजनेचा उद्देश –

अपु-या पावसामुळे गेल्या काही वर्षात राज्यात सातत्याने दुष्काळी परिस्थिती निर्माण झालेली पहायला मिळते. या दुष्काळी स्थितीमुळे ग्रामीण भागातील अर्थव्यवस्थेवर विपरित परिणाम होत आहे. महाराष्ट्र शासनाकडून दुष्काळग्रस्त शेतकऱ्यांना तात्पुरत्या स्वरूपात मदत व पुनर्वसन विभागाकडून मोठ्या प्रमाणात मदत करण्यात येत आहे. यावर शाश्वत व कायमस्वरुपी उपाययोजना करणेची आवश्यकता आहे. त्यासाठी महाराष्ट्र शासनाने सिंचन विहीर ही योजना सुरू केलेली आहे. त्यानुसार मदत व पुनर्वसन विभागामार्फत सन 2016-17 या वर्षासाठी “विहिरी तयार करणे” यासाठी रु. 750 कोटीची अर्थसंकल्पीय तरतूद करण्यात आली आहे. सिंचन विहिर योजनेची सविस्तर माहिती पुढे देण्यात आलेली आहे.

सिंचन विहीर योजनेसाठी लाभार्थी निवडीचे निकष –

सिंचन विहिरीं कार्यक्रम अंतर्गत लाभार्थी निवडीचे निकष खालीलप्रमाणे आहे.सिंचन विहीर कार्यक्रमासाठी अर्ज करणा-या लाभार्थ्यांनी खालील अटींची पूर्तता करणे आवश्यक आहे.

1.शेतक-याकडे त्याच्या नावावर कमीतकमी 0.60 हेक्टर जमीन असावी. यात कमाल मर्यादा नाही

2.लाभार्थी शेतक-याची जमीन विहीरीसाठी तांत्रिकदृष्ट्या पात्र असणे आवश्यक राहील.(यासंदर्भात शाखा अभियंता / उप अभियंता यांनी भूजल सर्वेक्षण विकास यंत्रणेचे अधिकारी / कर्मचारी यांच्यासोबत जागेची पाहणी करून त्यांचा अहवाल घेण्यात यावा.)

3.यापूर्वी अर्जदाराने विहीर, शेततळे, सामुदायिक शेततळे अथवा भात खाचरासोबत तयार होणारी बोडी या घटकांचा शासकीय योजनांमधून लाभ घेतलेला नसावा.

4.लाभार्थ्याकडे किमान 0.60 हेक्टर जमीन असावयास हवी, त्याहून कमी क्षेत्र असलेल्या लाभार्थ्यास विहीर मंजूर करु नये. मात्र दोन अथवा तीन लाभार्थ्यांनी त्यांची जमीन सलग असल्यास सामुदायिक विहीरीची मागणी केली तर ते सामुदायिकरित्या विहीर मिळण्यास पात्र असतील.

5.यासंदर्भात पाण्याचा वापर व पाण्याची हिस्सेवारी याबाबत संबंधित शेतकऱ्यांनी रु 100 च्या स्टॅंम्प पेपर वर करार करावा.

सिंचन विहीर लाभार्थी निवडीसाठी प्राधान्य –

1.ज्या कुटूंबा मध्ये आत्महत्या झालेली आहे त्यांचे वारसदार

2.दारिद्र्यरेषेखालील (BPL) शेतकरी

3.इतर लाभार्थी

सिंचन विहिरीची जागा निवडण्याचे निकष –

लाभार्थ्यास सिंचन विहीर मंजूर झाल्यानंतर जागा निवडीबाबत निकष हे खालील प्रमाणे देण्यात आलेले आहेत.

1.भुजल सर्वेक्षण विकास यंत्रनेने पानवाहळ म्हणून जाहीर केलेले क्षेत्र

2.भुजल सर्वेक्षण व विकास यंत्रनेने पाण्याची पातळी चांगली आहे याबाबतचा दाखल्या घेण्यात यावा.

Irrigation Well Scheme (SINCHAN VIHIR)

The following is a brief description of the scheme and the purpose of the irrigation well.

The purpose of irrigation well (Sinchan Vihir) scheme is –

Due to insufficient rainfall, the state has witnessed continuous drought conditions in the last few years. This drought situation is adversely affecting the economy of the countryside. The Government of Maharashtra is assisting a large number of temporary relief and rehabilitation department for the drought-hit farmers. There is a need to take lasting and permanent measures. For this, the Government of Maharashtra has launched irrigation well. Accordingly, through the Department of Aid and Rehabilitation, Rs. A budget provision of Rs 750 crore has been made. Detailed information of irrigation well is given below.

Beneficiary selection criteria for irrigation well scheme –

The criteria for selection of beneficiaries under the irrigation wells program are as follows.

1. The farmer should have at least 0.60 hectare of land in his name. There is no maximum limit

2. The beneficiary farmers’ land will be required to be technically eligible for the well.

3. Earlier, the applicant should not have benefited from the Government schemes for the wells, fields, community farms or bodys prepared with paddy mules.

4. Should the beneficiary have at least 0.60 hectare land, the well should not be sanctioned for beneficiaries having area less than. However, if two or three beneficiaries demand community wells if their land is consecutive, they will be eligible for community well.

5. In this regard, concerned farmers should sign a stamp paper of Rs 100 on water usage and share of water.

Priority for selection of irrigation well beneficiaries –

1. The heirs of the family who committed suicide

2. Poverty Line (BPL) farmers

3. Other beneficiaries

Criteria for selecting irrigation wells –

Following are the irrigation wells granted to the beneficiary, the criteria for selection of space are given below.

1. Area declared as groundwater by the Groundwater Survey Development System

2. Surface survey and development system should get certification of water level.
