समाजातील मागासवर्गीय अनुसूचित जाती व  नवबौध्दाकरिता शैक्षणिक सुविधा राज्य शासनाने उपलब्ध  केल्यामुळे  त्यांच्यामध्ये शिक्षणाचे प्रमाण वाढत आहे. सध्याच्या उदारीकरणाच्या धोरणानुसार नोकऱ्या उपलब्ध होण्याचे प्रमाण कमी झाले आहे. त्यामुळे सर्वसाधारण लोकामध्ये आढळून येणारे सुशिक्षित बेरोजगारांचे प्रमाण अनुसूचित जाती व नवबौध्दाच्या लोकामध्ये जास्त आढळते.

ज्या अनुसूचित जाती, नवबौध्द कुटूंबाकडे कसण्याकरिता जमीन आहे. त्यांना उत्पन्नाचे साधन नसल्याने रोजगार हमी योजना किवा खाजगी व्यक्तीकडे मजूरी करावी लागते. परिणामी त्यांच्या राहणीमानावर प्रतिकूल परिणाम होतो. त्यांना उत्पन्नाचे स्त्रोत वाढावे. त्यांच्या राहणीमानात बदल  व्हावा. त्यांचे मजुरीवर  असलेले अवलंबित्व कमी करुन देण्यासाठी त्यांना कायम स्वरुपी उत्पन्नाचे साधन स्त्रोत उपलब्ध  व्हावेत म्हणून कसण्याकरिता जमीन उपलब्ध  करुन देण्यासाठी अनुसूचित व नवबौध्द जमीन खरेदीसाठी या योजनेतून 50 टक्के शासकीय अनुदान व 50 टक्के कर्ज या स्वरुपात आर्थिक मदत दिली जाते.

या योजनेत कुटूंबाना जी जमीन वाटप करावयाची आहे त्या जमीनीचे दर निश्चित करणे, जमीन खरेदी करणे, लाभार्थ्यांची निवड करणे यासाठी संबधित जिल्हयाचे जिल्हाधिकारी यांच्या अध्यक्षतेखाली जिल्हास्तरिय समिती कार्यान्वित करण्यात आली आहे. जिल्हा परिषदेचे मुख्य कार्यकारी अधिकारी, पुणे येथील समाज कल्याण विभागाचे संचालक, जिल्हा भूमिलेख अधिकारी, सहनोंदणी मुल्यांकन या समितीचे सदस्य असून विशेष समाज कल्याण अधिकारी समितीचे सदस्य सचिव आहेत.

जिल्हास्तरिय समितीने खरेदी केलेल्या जमीनीचे ठिकाण, जमीनीचे दर, जमीनीचे नकाशे, लाभार्थ्याची यादी व ज्यांना जमीनीचे वाटप करावयाचे आहे त्यांच्याकडून करारनामा करण्यात येतो. या जमीन खरेदी व लाभार्थ्यांच्या निवडीस मंजूरी  दिल्यानंतर लाभार्थींना प्रत्यक्ष जमीनीचा ताबा दिला जातो.या योजनेतंर्गत शासनाकडून जमीन खरेदी करुन अनूसूचित जातीच्या कुटूंबाना  पती पत्नीच्या नांवे करण्यात येते. विधवा व परित्यक्त्या स्त्रिया यांच्या नावे जमीन केली जाते. अनुसूचित  जाती व नवबौध्द घटकांच्या दारिद्रय  रेषेखालील भूमिहीन शेतमजूर कुटूंबांना 4 एकर कोरडवाहू किवा 2 एकर ओलीताखाली जमीन देण्यात येते.

जमीन खरेदीसाठी या खर्चापैकी  50 टक्के रक्कम अनुदान म्हणून दिली जाते. कर्जाचा भाग, वित्तीय संस्था, राष्ट्रीय अनुसूचित जाती वित्त व विकास महामंडळ नवी दिल्ली, राष्ट्रीयकृत सहकार बँक या संस्थाकडून आर्थिक निधी दिला जातो. एन.एस.एफ.डी.सी च्या कर्जावर राज्य शासनाची हमी दिली जाते. वित्तीय संस्था व बँक देय व्याज शासनाकडून दिले जाते. समाज कल्याण संचालक यांच्याकडून शासकीय निधी उपलब्ध  करुन देण्यात येतो.समाज कल्याण संचालक पुणे यांच्यावर या योजनेचे नियंत्रण सोपविण्यात आले आहे.

या योजनेतंर्गत लाभार्थी किमान 18 ते 60 वर्षे वयोगटातील असावा.तो दारिद्रय रेषेखालील भूमिहीन शेजमजूर असावा. भूमिहीन शेतमजूर, परित्यक्त्ता स्त्रिया यांना लाभार्थीच्या निवडीत प्राधान्यक्रम दिला जातो. महसूल व वनविभागाने ज्यांना गायरान व सिलीगंच्या जमीनीचे वाटप केले आहे. त्या लाभार्थी कुटूंबाना  या योजनेचा लाभ मिळणार नाही.

खरेदी केलेली जमीन ही पती, पत्नीच्या नावे खरेदी केली जाते. भूमिहीन शेतमजूर, परित्यक्त्या स्त्रियांना त्यांच्या नावावर खरेदी करण्यात यावी. कोणत्या कारणास्तव  जमीन कोणत्याही  व्यक्तीला हस्तातंरित  करता येणार नाही. भुमिहीन शेतमजुर कुटूंबाला  देण्यात येणारे कर्ज हे बिनव्याजी व दहा वर्षे मुदतीकरिता दिले जाते. कर्जफेडीची सुरुवात कर्ज मंजूर झाल्यानंतर दोन वर्षानंतर केली जाते.भूमिहीन लाभार्थींना  ही जमीन कोणत्याही परिस्थितीत विक्री करता येणार नाही.त्यांना विहीत मुदतीत  कर्जाची फेड करणे बंधनकारक आहे. लाभार्थींनी स्वत: जमीनीचा वापर करणे आवश्यक आहे.तसा करारनामा करुन द्यावा लागतो

In order to provide sources of income to SC and Neo-Buddhist landless farmers below the poverty line, to empower these families and increase their self-esteem and to provide them with four acres of dry land or two acres of irrigated land. Information about this scheme is given in the form of percent grant and 50 percent grant and 50 percent loan.

Due to the provision of educational facilities by the State Government for the Scheduled Castes and Neo-Buddhists in the society, the level of education among them is increasing. The current liberalization policy has reduced the availability of jobs. Therefore, the proportion of educated unemployed found among the general population is higher among the Scheduled Castes and neo-Buddhists.

The Scheduled Castes, the neo-Buddhist families have land to cultivate. They have to resort to employment guarantee scheme or private sector as they do not have any source of income. As a result, their livelihood is adversely affected. They should increase their source of income. There should be a change in their way of life. The scheme provides 50 per cent government subsidy and 50 per cent loan assistance for the purchase of scheduled and neo-Buddhist land in order to reduce their dependence on wages and provide them with a source of permanent income.

A district level committee has been set up under the chairmanship of the concerned district collector to fix the rates of land to be allotted to the families under this scheme, purchase the land and select the beneficiaries. The Chief Executive Officer of the Zilla Parishad, the Director of the Social Welfare Department at Pune, the District Land Registry Officer, the Member Registration Assessment are the members of the Committee and the Special Social Welfare Officer is the Member Secretary of the Committee.

Agreements are made by the district level committee on the location of the land purchased, land rates, land maps, list of beneficiaries and those to whom the land is to be allotted. After approval of purchase of land and selection of beneficiaries, the beneficiaries are given possession of the actual land. Land is given in the name of widows and abandoned women. Landless agricultural laborers below the poverty line of Scheduled Castes and Neo-Buddhists are given 4 acres of dry land or 2 acres of irrigated land.

50 per cent of this cost is given as grant for land purchase. The loan portion is financed by financial institutions, National Scheduled Castes Finance and Development Corporation, New Delhi, Nationalized Co-operative Bank. The loan from NSFDC is guaranteed by the State Government. Interest paid by financial institutions and banks is paid by the government. Government funds are made available by the Director of Social Welfare. Control of this scheme has been entrusted to the Director of Social Welfare, Pune.

Beneficiaries under this scheme should be in the age group of at least 18 to 60 years. He should be a landless laborer below the poverty line. Landless agricultural laborers, abandoned women are given priority in the selection of beneficiaries. The Revenue and Forest Department has allotted lands to Gairan and Siligan. Those beneficiary families will not get the benefit of this scheme.

The land purchased is in the name of the husband and wife. Landless agricultural laborers, abandoned women should be bought in their name. For what reason the land cannot be transferred to any person. Loans given to landless agricultural families are interest free and for a period of ten years. Debt repayment starts two years after the loan is sanctioned. The landless beneficiaries will not be able to sell the land under any circumstances. They are required to repay the loan within the stipulated time. Beneficiaries are required to use the land themselves
