योजनेचे स्वरुप : राज्यस्तरीय योजना

यशवंत ग्राम समृध्दी योजनेचा मुख्य उद्देश म्हणजे गावातील योजनेमध्ये गावक-यांचा सहभाग वाढवून निर्णय प्रक्रियेत त्यांना सक्रीय करुन घेणे गावाची गरज लक्षात घेवून कामाचे नियोजन करणे, ग्रामसभेचे महत्व वाढविणे, लोकवर्गणीद्वारे निधी उपलब्ध करणे, गावामध्ये लोकांच्या सहभागातून ग्राम समृध्दी करावी असा आहे.

ग्रामीण भागातील गावांचा विकास करण्यासाठी ग्रामसभेच्या मान्यतेने आवश्यक कामांची निवड करुन गावांमध्ये लोकसहभागातून पायाभूत सुविधा निर्माण करुन गावांची समृध्दी करण्याच्या उद्देशाने शासनाने सन 2002 पासुन यशवंत ग्राम समृध्दी योजनाराज्यात सुरु केली. या योजनेअंतर्गत ग्रामपंचायतीकडून सद्यस्थितीत दलित / आदिवासी वस्तीसाठी 10%आणि सर्वसाधारण वस्तीसाठी 15% लोकवर्गणी निश्चित केली आहे. ग्रामपंचायतीला दरवर्षी रु.10.00 लक्ष एवढया किंमतीचे विकासाचे काम करता येते. या योजनेंतर्गत प्रामुख्याने खालील कामे घेण्यात येतात-

1. पंचायत राज संस्थांच्या शाळांसाठी शाळा इमारती, किंडांगणे, काटेरी ताराशिंवाय कुंपणे

2. अंगणवाडी इमारती

3. ग्रामपंचायत कार्यालये (सर्व शासकीय कर्मचा-यांच्या कार्यालयासहीत)

4. गावांतर्गत रस्ते व गटारे

5. दहन व दफन भूमी

6. बस थांबा शेड

7. गाव व वाडयांच्या रस्त्यांवरील विद्युतीकरणाची कामे

8. वाचनालय, व्यायामशाळा, सार्वजनिक सभागृहे

9. लघुसिंचन कामे

10. होडया व वाहतुक माध्यमे खरेदी

11. पाळणा घरे व डे केअर सेंटर्स

12. दुरुस्ती व देखभाल

13. अन्य कोणतेही काम

 

सदर योजनेस ग्रामीण भागातून प्रचंड प्रतिसाद प्राप्त झाल्याने सन 2006 मध्ये जिल्हयांकडून मोठया प्रमाणात निधीची मागणी प्राप्त झाली, परंतू शासनस्तरावर आपु-या निधी उपलब्धतेमुळे संबंधीत जिल्हयांना पुरसा निधी उपलब्ध करुन देणे शक्य झाले नाही. त्यामुळे सन 2006-07 मध्ये दि.1 एप्रिल 2006 पासुन पुढील आदेश होईपर्यंत ग्रामपंचायतींकडून लोकवर्गणी घेण्यात येऊ नये असा तात्पुरत्या स्वरुपात निर्णय घेण्यात आला. तेव्हापासून ते आतापर्यंत सदर योजना पूर्ववत सुरु झालेली नाही. ही योजना सुधारीत करुन राबविण्याचे शासनाच्या विचाराधीन आहे .

Nature of the scheme: State level scheme

The main objective of Yashwant Gram Samrudhi Yojana is to increase the participation of the villagers in the village scheme and make them active in the decision making process by planning the work keeping in view the needs of the village, increasing the importance of Gram Sabha, providing funds through public mobilization.

The Government has started Yashwant Gram Samrudhi Yojana since 2002 with the objective of enriching the villages by selecting the necessary works with the approval of the Gram Sabha for the development of the villages in the rural areas. Under this scheme, at present the Gram Panchayat has fixed 10% for Dalit / Adivasi population and 15% for general population. The Gram Panchayat can carry out development work at a cost of Rs. 10.00 lakhs per annum. The following works are mainly undertaken under this scheme-

1. School buildings for schools of Panchayat Raj Institutions, Kindangane, fencing without barbed wire

2. Anganwadi buildings

3. Gram Panchayat Offices (including offices of all government employees)

4. Roads and sewers within the village

5. Combustion and burial ground

6. Bus stop shed

7. Electrification works on village and farm roads

8. Library, gymnasium, public halls

9. Irrigation works

10. Purchase of boats and means of transportation

11. Cradle homes and day care centers

12. Repair and maintenance

13. Any other work

 

Due to the huge response received from the rural areas for this scheme, a large demand for funds was received from the districts in the year 2006, but due to the availability of funds at the government level, it was not possible to provide adequate funds to the concerned districts. Therefore, in the year 2006-07, it was temporarily decided that no census should be conducted by the Gram Panchayat from 1st April 2006 till further orders. Since then, the scheme has not been re-launched. The government is considering revising and implementing this scheme.
