शेतकऱ्यांना शेतीचे अवजार घेण्यासाठी योजना –

राष्ट्रीय फलोत्पादन अभियानांतर्गत यांत्रिकीकरणावर भर देण्यात आला आहे. या अंतर्गत शेतकरी, उत्पादक संघ तसेच सार्वजनिक क्षेत्रातील संस्थांना अवजारे, उपकरणे व संयंत्रे अनुदानावर उपलब्ध करून देण्यात येत आहेत.

दिवसेंदिवस शेती कामांमध्ये मजुरांची कमी होणारी संख्या, मजुरीवरील होणाऱ्या खर्चामुळे मशागतीची कामे वेळेवर होत नाहीत. पिकांचा उत्पादन खर्च वाढतो. यामुळे फलोत्पादन क्षेत्रामध्येही अवजारे आणि यंत्रांचा वापर महत्त्वाचा आहे. शेतकरी, उत्पादक संघ व सार्वजनिक क्षेत्रातील संस्थांना अवजारे, उपकरणे व संयंत्रे अनुदानावर उपलब्ध करून देण्यासाठी फलोत्पादन यांत्रिकीकरण हा घटक राबविण्यात येत आहे.

Schemes for farmers to avail agricultural implements – (shetichya kamasathi lagnare Avjare Ghenyasathi Yojana)  शेतकऱ्यांना शेतीचे अवजार घेण्यासाठी योजना –

फलोत्पादन यांत्रिकीकरण  या योजनेची उद्दिष्टे –

1) शेतीची कामे वेळेवर करणे, शेतीकामाचा वेळ वाचविणे व मशागतीचा खर्च कमी करणे. 

2) शेतीच्या यांत्रिकीकरणास प्रोत्साहन देणे. 

3) फलोत्पादन पिकांची उत्पादकता व गुणवत्ता यामध्ये वाढ करणे. 

4) फलोत्पादन पिकांच्या उत्पादन खर्चात बचत करणे.

शेतकऱ्यांना शेतीचे अवजार घेण्यासाठी  लाभार्थी निवडीचे निकष –

1) लाभार्थींच्या नावे शेतजमीन असावी, त्यांच्या नावे 7/12 व 8-अ चा उतारा असणे आवश्‍यक आहे. तसेच त्यांच्या 7/12 उताऱ्यावर फलोत्पादन पिकांची/ भाजीपाला पिकांची/ मसाला पिकांची/ पुष्पोत्पादन पिकांची नोंद किंवा मंडळ कृषी अधिकारी यांचे फलोत्पादन पीक लागवडीचे प्रमाणपत्र असणे आवश्‍यक आहे. सदर संबंधित पिकाचे क्षेत्र कमीत कमी 0.40 हे. असावे. 

2) योजना राबविताना अनुसूचित जाती (16 टक्के), अनुसूचित जमाती (8 टक्के) आदिवासी महिला (30 टक्के) लहान शेतकरी इत्यादींना प्राधान्याने नियमाप्रमाणे लाभ देण्यात यावा. 

3) लाभार्थी- 

अ) वैयक्तिक शेतकरी

ब) नोंदणीकृत फलोत्पादन संघ, शेतकऱ्यांची नोंदणीकृत उत्पादक कंपनी.

क) फलोत्पादनाशी निगडित स्वयंसाहाय्यता गट, शेतकरी गट, महिला शेतकरी गट (किमान 10 सदस्य असावेत.)

ड) देय अनुदान वगळता अवजारे/ उपकरणांच्या किमतीच्या उर्वरित 50 टक्के खर्च संबंधित लाभार्थी/ गटांनी स्वतः केला पाहिजे.

इ) नोंदणीकृत संस्था तसेच शेतकऱ्यांची उत्पादक कंपनी यांना बॅंक कर्जाची अट राहणार नाही. तथापि, त्यांची खर्च करण्याची पत योग्य कागदपत्राच्या आधारे तपासून घ्यावी.

फ)सदरची अवजारे / उपकरणे चालू स्थितीत ठेवणे आणि त्यांची देखभाल व दुरुस्ती करण्यासंदर्भात आवश्‍यक तो करारनामा संबंधित लाभार्थी/ गट/ संघ यांचबरोबर 100 रुपयांच्या स्टॅंप पेपरवर करून त्यांची हमी घेण्यात यावी.

महत्त्वाचे घटक – 

अ.क्र. 1 च्या यंत्रसामग्रीच्या अर्जासोबत तपासणी सूचीप्रमाणे खालील कागदपत्रे जोडणे आवश्‍यक –

अ) लाभार्थ्यांचा विहित नमुन्यातील अर्ज 

ब) 7/12, 8-अ उतारा- फलोत्पादन/ मसाला / भाजीपाला/ फूल पिके पिकाची नोंद असणे आवश्‍यक आहे. 

क) प्रस्तावित अवजारांचे दरपत्रक. 

ड) लाभार्थ्यांचे हमीपत्र (मार्गदर्शक सूचनेतील नमुन्याप्रमाणे) 

इ) सदर अवजारांसाठी केंद्र व राज्य शासनाच्या इतर योजनांमधून लाभ घेतला नसल्याबाबत लाभार्थ्यांचे हमीपत्र. 

फ) मार्गदर्शक सूचनेतील प्रपत्र-1 प्रमाणे “जिअकृअ’ यांच्या बरोबर केलेला करारनामा (100 रु.च्या स्टॅम्प पेपरवर मूळ प्रतीत)

अ. क्र. 2. च्या यंत्रसामग्रीच्या प्रस्तावासोबत तपासणी सूचीप्रमाणे खालील कागदपत्रे जोडणे आवश्‍यक – 

अ) लाभार्थ्यांचा विहित नमुन्यातील अर्ज 

ब) 7/12, 8-अ उतारा- फलोत्पादन/ मसाला/ भाजीपाला पिकाची/ फुले पिके नोंद असणे आवश्‍यक आहे. 

क) जिअकृअ, यांचे पूर्व संमती पत्र. 

ड) जिल्हा अभियान समितीचे शिफारस पत्र 

इ) प्रस्तावित अवजारांचे दरपत्रक 

फ) प्रस्तावासोबत बॅंक कर्ज मंजुरी पत्राची मूळ प्रत जोडणे आवश्‍यक आहे. बॅंक कर्ज मंजुरी पत्रामध्ये पॉवर ऑपरेटेड मशिन व इतर किमान तीन अवजारांचा स्पष्ट उल्लेख केलेला असावा. 

ग) लाभार्थ्यांचे हमीपत्र (मार्गदर्शक सूचनेतील नमुन्याप्रमाणे) 

ह) सदर अवजारांसाठी केंद्र व राज्य शासनाच्या इतर योजनांमधून लाभ घेतला नसल्याबाबत लाभार्थ्यांचे हमीपत्र. 

ई) मार्गदर्शक सूचनेतील प्रपत्र- 1 प्रमाणे जिअकृअ यांच्या बरोबर केलेला करारनामा (100 रु.च्या स्टॅम्प पेपरवर मूळ प्रतीत) 

ज) यंत्राच्या प्रकारानुसार प्रकल्प खर्चाचे सविस्तर अंदाजपत्रक/ विवरणपत्रक.

Emphasis has been laid on mechanization under the National Horticulture Mission. Under this, tools, equipment and plants are being made available to farmers, producer unions as well as public sector organizations on grant basis.

Due to the declining number of laborers in the day to day farming, the cost of labor does not make the farming work on time. Crop production costs increase. This makes it important to use tools and equipment in the horticulture sector as well. Horticulture mechanization is being implemented to provide tools, equipment and plants on subsidy to farmers, producer unions and public sector organizations.

Objectives of Horticulture Mechanization Scheme –

1) To do farming work on time, save farming time and reduce the cost of cultivation.

2) To promote mechanization of agriculture.

3) To increase the productivity and quality of horticulture crops.

4) To save on production cost of horticultural crops.

Beneficiary Selection Criteria for Acquiring Agricultural Tools to Farmers –

1) Beneficiaries should have agricultural land in their name, their names should have 7/12 and 8-A transcripts. They should also have a record of horticulture / vegetable crop / spice crop / floriculture crop or certificate of horticulture crop cultivation by the Board of Agriculture Officer on their 7/12 transcript. The area under this crop should be at least 0.40 ha. Should be.

2) While implementing the scheme, priority should be given to Scheduled Castes (16 per cent), Scheduled Tribes (8 per cent), tribal women (30 per cent), small farmers etc. as per rules.

3) Beneficiaries-

A) Individual farmer

B) Registered Horticulture Association, Registered Producer Company of Farmers.

C) Horticulture Self Help Group, Farmers Group, Women Farmers Group (Must be at least 10 members).

D) Excluding the grant payable, the remaining 50% of the cost of tools should be borne by the concerned beneficiaries / groups themselves.

E) Registered institutions as well as farmers’ manufacturing companies will not be subject to bank loan. However, their creditworthiness should be verified on the basis of proper documentation.

F) To keep the tools / equipment in working condition and to maintain and repair them, the required agreement should be signed with the concerned beneficiaries / groups / associations on a stamp paper of Rs.

Important factors –

C) Tariff of proposed tools.

D) Beneficiary’s Guarantee (as per the guidelines)

E) Guarantee of the beneficiaries regarding non-availing of other schemes of Central and State Government for these tools.

F) Agreement made with “Jiakriya” as per Form-1 of Guidelines (Original copy on stamp paper of Rs. 100)

A. No. It is necessary to attach the following documents as per the checklist with the proposal of machinery of – –

A) Beneficiary’s application in prescribed format

B) 7/12, 8-A Extract- Horticulture / Spice / Vegetable crop / Flower crop must be recorded.

C) Pre-consent letter of Jiakriya.

D) Letter of recommendation from District Mission Committee

E) Tariff of proposed tools

F) It is necessary to attach the original copy of the bank loan approval letter with the proposal. The bank loan approval letter should clearly mention the power operated machine and at least three other tools.

C) Beneficiary Guarantee (as per the guideline)

H) Guarantee of the beneficiaries regarding non-availing benefits from other schemes of Central and State Government for these tools.

E) Agreement with Jiakriya as per Form-1 of Guidelines (Original copy on stamp paper of Rs.100)

H) Detailed budget / statement of project cost according to the type of machine.
