कृषी यांत्रिकीकरण योजना महाराष्ट्र राज्यच्या कृषी विभामार्फत चालविली जाते.

    कृषी यांत्रिकीकरण योजनेचा उद्देश 

    1. कृषि यांत्रिकीकरणास प्रोत्साहन देणे व शेती मधील उर्जेच्या वापराचे प्रमाण २ किलोवॅट/ हेक्टर पर्यंत वाढविणे. 

    2. शेतकऱ्यांचे आर्थीक दरडोई उत्पन्न वाढवीणे

    3. जेथे शेतीमधील उर्जेचा वापर कमी आहे अशा क्षेत्रामध्ये व अल्प व अत्यल्प भूधारक शेतकऱ्यांपर्यंत कृषि यांत्रिकीकरणाचा लाभ पोहोचविणे.

    4. प्रात्याक्षिके व मनुष्यबळ विकासाद्वारे सहभागीदारमध्ये जागरुकता निर्माण करणे.

    कृषी यांत्रिकीकरण योजनेचे धोरण 

    राज्यातील शेतकऱ्यांना कृषि यंत्र/ अवजारे यांच्या खरेदीसाठी अर्थसहाय्य देणे प्रशिक्षण व प्रात्यक्षिका द्वारे सहभागीदारांना कृषि यांत्रिकीकरणास प्रोत्साहित करणे हे कृषी यांत्रिकीकरण योजनेचे धोरण आहे.

    कृषी यांत्रिकीकरण योजनेसाठी अनुदान

    या योजनेतून खालील दिलेल्या कृषि यंत्र / अवजारे यांच्या खरेदीसाठी शेतकऱ्यांना अर्थसहाय्य देण्यात येईल:

    १) ट्रॅक्टर

    २) पॉवर टिलर

    ३) ट्रॅक्टर/ पॉवर टिलर चलित अवजारे

    ४) बैल चलित यंत्र/अवजारे

    ५) मनुष्य चलित यंत्र/अवजारे

    ६) प्रक्रिया संच

    ७) काढणी पश्च्यात तंत्रज्ञान

    ८) फलोत्पादन यंत्र/अवजारे

    ९) वैशिष्ट्यपूर्ण यंत्र अवजारे

    १०) स्वयं चलित यंत्रे

    भाडे तत्वावरील सुविधा केंद्र:

    १) कृषि अवजारे बँकेची स्थापना

    २) उच्च तंत्रज्ञान , उत्पादन सेवा सुविधा केंद्राची स्थापना

    कृषी यांत्रिकीकरण योजनेसाठी पात्रता निकष

    1.  शेतकऱ्याचे आधार कार्ड असणे अनिवार्य आहे
    2.  शेतकऱ्याकडे ७/१२ उतारा व ८ अ असावा
    3.  शेतकरी अनु. जाती , अनु.जमाती मधील असल्यास जातीचा दाखला आवश्यक
    4.  फक्त एकाच औजारासाठी अनुदान देय राहील म्हणजेच ट्रॅक्टर किंवा यंत्र/ अवजार
    5.  कुटुंबातील व्यक्तीच्या नावे ट्रॅक्टर असल्यास , ट्रॅक्टरचलित औजारासाठी लाभ मिळण्यास पात्र असेल परंतु ट्रॅक्टर असल्याचा पुरावा सोबत जोडणे आवश्यक
    6.  एखाद्या घटकासाठी / औजारासाठी लाभ घेतला असल्यास त्याच घटक/ औजारासाठी पुढील १० वर्षे अर्ज करता येणार नाही परंतु इतर औजारासाठी अर्ज करता येईल
    7. उदा. एखाद्या शेतकऱ्याला सन २०१८-१९ मध्ये ट्रॅक्टरसाठी लाभ देण्यात आला असेल तर पुढील १० वर्षे ट्रॅक्टरसाठी लाभ मिळण्यास पात्र ठरणार नाही सन २०१९-२० मध्ये इतर औजारासाठी लाभापात्र राहील

    The Agricultural Mechanization Scheme ( Krushi Yantrikikaran Yojana ) is being run by the Government of Maharashtra to provide various types of machinery and implements to the farmers in the state.     Name of the department

    Agricultural Mechanization Scheme ( Krushi Yantrikikaran Yojana ) is run by the Department of Agriculture, State of Maharashtra.

    Purpose of Agricultural Mechanization Scheme ( Krushi Yantrikikaran Yojana )

    1. To promote agricultural mechanization and increase the use of energy in agriculture to 2 kW / ha.

    2. To increase the economic per capita income of farmers

    3. To extend the benefits of agricultural mechanization to areas where energy use in agriculture is low and to small and marginal farmers.

    4. To create awareness among the participants through demonstrations and manpower development.

    Policy of Agricultural Mechanization Scheme ( Krushi Yantrikikaran Yojana )

    The policy of the Agricultural Mechanization Scheme ( Krushi Yantrikikaran Yojana ) is to provide financial assistance to the farmers in the State for the purchase of agricultural machinery / implements and to encourage the participants to participate in agricultural mechanization through training and demonstrations.

    Grants for Agricultural Mechanization Scheme ( Krushi Yantrikikaran Yojana )

    The scheme will provide financial assistance to farmers for purchase of the following agricultural implements / tools:

    1) Tractor

    2) Power tiller

    3) Tractor / power tiller moving tools

    4) Bullock carts / tools

    5) Man-made devices

    6) Process set

    7) Post-harvest technology

    8) Horticulture machine / tools

    9) Characteristic machine tools

    10) Automated machines

    Rental Facility Center:

    1) Establishment of Agricultural Tools Bank

    2) Establishment of High Technology, Production Service Facilitation Center

    Eligibility Criteria for Agricultural Mechanization Scheme ( Krushi Yantrikikaran Yojana )

    1.  It is mandatory for the farmer to have Aadhar card
    2.  The farmer should have 7/12 transcript and 8A
    3.  Farmers App. Caste certificate is required if the caste is in Scheduled Tribes
    4.  Grant will be payable for only one tool i.e. tractor or machine / tool
    5.  If the tractor is in the name of the person in the family, he will be eligible for the benefit of tractor driven implements but proof of being a tractor must be attached.
    6.  If you have availed the benefit for one component / tool, you cannot apply for the same component / tool for next 10 years but you can apply for other tool.
    7. E.g. If a farmer has been given benefit for tractor in the year 2018-19, he will not be eligible for benefit for tractor for next 10 years, he will be eligible for benefit for other implements in 2019-20.

    SUB-MISSION ON AGRICULTURAL MECHANIZATION

     

    OPERATIONAL GUIDELINES

     

    1.0      Introduction

     

    (i)        Agricultural land area in the world has limit, but the demand for food is ever increasing due to population growth. To increase productivity in the limited land so as to meet the expanding demand arising from population growth as well as higher income is very important mission.

     

    (ii)      The task assumes greater importance to India, than the rest of the world considering that India accounts for 2.4% of the world’s geographical area and 4% of its water resources, but has to support

     

    17% of the world’s human population and 15% of the livestock.

     

    (iii)    To increase productivity, timely and precise field work is necessary. To make it possible, agricultural machines take an important role.

     

    (iv)     Among the states, farm power availability in Punjab, Haryana, Western Uttar Pradesh and western part of Rajasthan is higher than the National average of 2.02 kW/ha. In rest of the country, especially in Eastern and North-East Regions, it is significantly lower which necessities promotion of farm mechanization as a special Mission.

     

    (v)       Sub Mission on Agricultural Mechanization (SMAM) will be implemented in accordance with guidelines described hereunder.

     

    (vi)     The scheme will be implemented in all the states, to promote the usage of farm mechanization and increase the ratio of farm power to cultivable unit area up to 2.5 kW/ha.

     

    (vii)   SMAM will have Central Sector Schemes under component No.1 & 2 in which Government of India contributes 100%. Centrally Sponsored Schemes are covered under component No. 3 to 8 including Administrative and Flexi funds in which Government of India contributes 60% and states contribute 40% except North eastern states and Himalayan regions states where it is 90 %(Central Share) and 10% (State Share). For Union Territories, it is 100% centre share.

     

    2.0      Mission Objectives

    The Mission objectives are as follows:

     

    (i)        Increasing the reach of farm mechanization to small and marginal farmers and to the regions where availability of farm power is low;

     

    (ii)      Promoting ‘Custom Hiring Centres’ to offset the adverse economies of scale arising due to small landholding and high cost of individual ownership;

     

    (iii)    Creating hubs for hi-tech & high value farm equipments;

    (iv)     Creating awareness among stakeholders through demonstration and capacity building activities;

     

    (v)       Ensuring performance testing and certification at designated testing centers located all over the country.

     

    3.0      Mission Strategy

     

    To achieve the above objectives, the Mission will adopt the following strategies:

     

    (i)        Conduct performance testing for various farm machineries and equipments at the four Farm Machinery Training and Testing Institutes (FMTTIs), designated State Agricultural Universities (SAUs) and ICAR institutions;

     

    (ii)   Promote farm mechanization among stakeholders by way of on-field and off-field training and demonstrations.

     

    (iii)    Provide financial assistance to farmers for procurement of farm machinery and implements

     

    (iv)     Establish custom hiring centres of location and crop specific farm machinery and implements

     

    (v)       Provide financial assistance to small and marginal farmers for hiring machinery and implements in low mechanized regions.

     

    4.0      Mission Components

     

    4.1 Promotion and Strengthening of Agricultural Mechanization through Training, Testing and Demonstration: Aims to ensure performance testing of agricultural machinery and equipment, capacity building of farmers and end users and promoting farm mechanization through demonstrations.

     

     

    4.2 Demonstration, Training and Distribution of Post Harvest Technology and Management (PHTM): Aims at popularizing technology for primary processing, value addition, low cost scientific storage/transport and the crop by-product management through demonstrations, capacity building of farmers and end users. Provides financial assistance for establishing PHT units.

     

     

     

    4.3 Financial Assistance for Procurement of Agriculture Machinery and Equipment: Promotes ownership of various agricultural machinery & equipments as per norms of assistance.

     

     

    4.4 Establish Farm Machinery Banks for Custom Hiring: Provides suitable financial assistance to establish Farm Machinery Banks for Custom Hiring for appropriate locations and crops.


    4.5 Establish Hi-Tech, High Productive Equipment Hub for Custom Hiring: Provides financial assistance to set up hi-tech machinery hubs for high value crops like sugarcane, cotton etc.

     

     

    4.6 Promotion of Farm Mechanization in Selected Villages: Provides financial assistance to promote appropriate technologies and to set up Farm Machinery Banks in identified villages in the states.

     

    4.7 Financial Assistance for Promotion of Mechanized Operations/hectare Carried out Through Custom Hiring Centres: Provides financial assistance on per hectare basis to the beneficiaries hiring machinery/equipments from custom hiring centres in low mechanized areas.

     

    4.8 Promotion of Farm Machinery and Equipment in North-Eastern Region: Extends financial assistance to beneficiaries in high-potential but low mechanised states of north-east.

     

     

    5.0      POSITION OF ONGOING SCHEMES

     

    Farm Mechanization programmes are also being implemented through other missions/schemes such as RKVY, MIDH, NMOOP & SMAM, which would continue to be implemented subject to these guidelines. The Central Sector schemes ‘Promotion and Strengthening of Agricultural Mechanisation through Training, Testing and Demonstration’ and ‘Post Harvest Technology & Management’ stand merged with this Sub-Mission.
